Yes that is normal. Yes it must be blessed. I only looked at
nethack but would be very surprised if slash'em differs here.
To behave like a blessed scroll of charging when applied, the
artifact has to be blessed and you have to be the role it has
been made for. So a tourist can get blessed charging out of
the Platinum Yendorian Express Card provided that it is blessed,
other roles only get uncursed charging from it even when it is
blessed.
Thanks. - I thought that previously I always got blessed results,
but that was probably a side effect of the quest artifact being
always created blessed? - I'm not sure about that, but I had some
incidents with spell casters in that game; maybe they succeeded
in unblessing the PYEC without me noticing?
Anyway. - My neutral Tourist just ascended. After successfully
crossing the Plane of Air (without any summoners coming nearby)
it had been a somewhat tight fight at Astral (with summoners).
Famine's altar was Lawful and my HoOA converted me to the right
alignment on first try.
