Just killed a sea dragon and want to get the dragon scales intrinsics,
both, the primary and the secondary intrinsic. I have
- a set of sea dragon scales
- a blessed +2 mithril dwarvish chain mail

Reading the Wiki I'm not quite sure what to do to get both intrinsics
from the dragon scales. It says (besides other unrelated information):
a) "Reading enchant armor while wearing body armor under scales
hardens the scales and fuses them together, causing that
armor to gain +5 AC and confer the matching primary extrinsic."
b) "Dragon-scaled body armor cannot be wished for. It must be
crafted."
c) "Dragon scales having secondary extrinsics [...] – all dragon
scales have a secondary extrinsic effect when fused with
regular body armor and turned into dragon-scaled armor."

(a) mentions only the _primary_ intrinsic; what about the second?
(b) speaks of "_crafted_" which doesn't sound like using magic to get
it; does that maybe refer to a #forge'ing process?
(c) speaks again of "fused"; with the first quoted point it seems to
imply reading a magical scroll of enchant armor. Is that correct?

So will I get both intrinsics by reading a scroll of enchant armor
while wearing the two pieces of armor I listed above?

Or is some other process (like forging) necessary?

Yes. Wearing just scales as a cloak will only confer the primary
intrinsic, but wearing dragon-scaled armor (which is created by reading
a scroll of enchant armor on the dragon scales while also wearing armor)
confers both.
