[hackem] Fire damage doesn't have an effect on a monster vulnerable to fire?

I am wearing armor that has a passive fire counter-attack, and in
Vlad's tower I saw this monster that is vulnerable to fire:

Status of the shadow ogre (male, chaotic): Level 15 HP 101(101)
AC -2, vulnerable to fire.

The shadow ogre touches you! The shadow ogre is suddenly on fire!
Your armor does not appear to affect the shadow ogre

How is that (ineffectivity-)message to be interpreted here?

There are several monsters in EvilHack that do this. There are several
weaknesses (just elemental?) that do not work. I think it _may_ be
longstanding bug that is yet to be figured out?

I have to correct myself; the passive fire counter-attack stems from
the Candle of Eternal Flame that I am carrying. (Not sure the actual
source of that passive counter-attack matters.)

Maybe this meant that another armor property was ineffective, maybe
that of the deep dragon scaled armor? - Is there a passive draining
effect of that type of armor armor?

(Anyway that message could have been made more informative, like
"Your armor's <property> does not appear to affect the <monster>.")

I don't know.
